The idea happened when U.S. President George W. Bush approved of the initial 14 miles of fencing along the San Diego and Tijuana border. Construction began on that section in 1990 and was complete 1993. “Further barriers were built from 1994 under the presidency of Bill Clinton as part of three larger operations to taper transportation of illegal drugs manufactured in Latin America and immigration: Operation Gatekeeper in California, Operation Hold-the-Line[12] in Texas, and Operation Safeguard[13] in Arizona. Clinton signed the Illegal Immigration Reform and Immigrant Responsibility Act of 1996, which authorized further barriers and the reinforcement of Bush's fence”-Wikapedia
